[Neocp_artsats] ZTs0318 = A11cz8b = A11cEjb = ETBO; Hera upper stage

    ZTs0318 was added to NEOCP today,  and links easily to A11cz8b, 
which was added to NEOCP yesterday.  (And as I wrote that sentence, 
A11cEjb appeared,  and links as well.)  Pseudo-MPEC at

    and I've added TLEs for it to GitHub and on-line Sat_ID.  (Not quite 
fast enough to catch A11cEjb,  though.)

    I've seen three tracklets for the Hera upper stage (Falcon 9),  and 
have put up preliminary "TLEs" for it.  No sign,  thus far,  of Hera 
itself,  and the Horizons ephems are still the pre-launch ones.

    Continued data for the Vulcan Centaur confirms that it'll come very 
close on 2029 Feb 27.  Factoring in the unpredictability of non-gravs, 
it could definitely re-enter then.  Fortunately,  we'll have plenty of 
opportunities to observe it between now and then.

    Either they were completely uncareful about where they disposed of 
this object,  or (quite possibly) the claim that all went as planned is 
wrong.  I could believe either of those scenarios,  and we have no 
information that would allow us to determine which one is correct. 
There was no statement,  before launch,  that "we're aiming for the 
following orbit".  Admission that the launch didn't end up where it was 
supposed to could result in a requirement for yet another test mission.
