[Neocp_artsats] Two newly-linked NEOCP ETBOs

Hi folks,
A11cHg4 = A11cz8d. This is slightly odd, in that it has an
area/mass ratio of 8.7 +/- 0.6 m^2/kg. "Traditional" artsats rarely go
higher than about 0.02 m^2/kg, and the ETBOs rarely go below 20 or 30
and are usually around 50 or 60 m^2/kg. Maybe it's an ETBO that's
mostly edge-on to the sun? Or an ETBO with a bit of more "solid"
hardware attached to it?
C43LR41 = A11bTdy. The former was briefly on NEOCP; the latter was
reported by ATLAS as an unidentified artsat on 2024 Sep 29. This is a
more traditional sort of ETBO, with AMR = 41 +/- 1 m^2/kg.
I've done the usual steps for new junk (report identifications to
MPC, compute TLEs for the next few months, posted on GitHub and added
to the online SatID service, and added to the list of "previous junk"
on the SatID page).
