[Neocp_artsats] Four artsats currently on NEOCP

Hi folks,

    I have no identifications for any of these,  either with known 
objects or with recent tracklets.  But they're all definitely junk.

    A11kKus,  A11kKut,  and ZTs0377 look to be bog-standard ETBOs. 
There's not enough data to make the effects of solar radiation pressure 
noticeable yet,  but they have very eccentric ~1-day orbits with 
inclinations of about 30 degrees or less.

    The last observation for ZTs0377 appears to be late by exactly 15 
seconds.  I suspect a timing error happened.  The observations consist 
of five pairs,  each 30 seconds apart.  I think that means they took 
30-second exposures and measured the ends,  but something odd happened 
on the last streak.

    ZTs0376 has an unusually high orbit (period about 2500 minutes) and 
H=31,  which would be on the high side for an ETBO.  Still,  it _could_ 
be one,  and there's nothing else with a vaguely similar orbit.
