[Neocp_artsats] Hakuto-R/Blue Ghost hardware to re-enter

Hello all,

    Data continues to come in for the "MPC Upper Section" piece that 
held Hakuto-R and Blue Ghost together until they separated.  It 
currently looks as if it will re-enter on March 15 at 12:06:11 UTC, 
plus or minus about ten seconds,  at longitude 69.006 +/- 0.040 west, 
latitude 41.473 +/- 0.001 South.  As usual,  most of the uncertainty is 
in timing,  causing a corresponding uncertainty in longitude;  the 0.04 
degree longitude uncertainty is a near-exact match for how far the earth 
rotates during the ten-second timing uncertainty.

    This is in southern Argentina.  I could imagine somebody seeing a 
reasonably bright early morning display there.
