[Neocp_artsats] A10JyDI = piece from 1967-040F = Vela booster

    This would appear to be a new find.  The orbital elements are a good 
match to 1967-040F,  except for the mean anomaly;  these objects appear 
to have drifted apart a lot.  And the new guy is nearly three magnitudes 
fainter than the Vela booster.

    We've seen a similar bit that fell off the Vela booster 1969-046F 
several times.
