[Neocp_artsats] Four artsats currently on NEOCP

    Just recently added :

A10yskn was not a minor planet (2021 June ??.?? UT) = unid, P≈1d, i=24.9, Ω=325
A10ysko was not a minor planet (2021 June ??.?? UT) = unid, P≈1d, i=15.1, Ω=73.0

    Both are very definite artsats,  though I can't match them
to a Space-Track object or to any recent bit of fluff.

S514146 was not a minor planet (2021 June ??.?? UT) = 2004-015D = NORAD 28240 = SL-12 booster
ZTF0LFi was not a minor planet (2021 June ??.?? UT) = 2011-077X = NORAD 40842 = CZ-3B debris

    These are solidly identified,  squarely on the predicted
locations and with the predicted motions from Space-Track.  As
usual,  I'm keeping track of these at

    I'll replace the '??.??' with actual dates once they're really
removed from NEOCP.
