"Pseudo-MPEC" for ZTF0EWD = C1A3AQ1 = 67040 obj

This object is in an orbit resembling that for 1967-040F. It's quite small, and is probably one of the untracked bits 1967-040C, D, or E. Jonathan McDowell suggests it could also be the (uncatalogued) spin interstage between Velas 4A and 4B (1967-040A and 1967-040B), a small bit of hardware roughly 30 cm in diameter and 10 cm high, also in this orbit.
