"Pseudo-MPEC" for S510923

This is almost certainly hardware from the SOLRAD 11 mission. One of the two SOLRAD 11 satellites has been found, and we now have a very secure orbit for it. SOLRAD 11B is "awaiting survey recovery". There are several candidate identifications for S510923; we'll probably never puzzle out which one is right until somebody goes up there with a net and catches it.
