"Pseudo-MPEC" for WE0913A = DSCOVR object = 2015-007B = NORAD 40391

There are TLEs (Two-Line Elements) available for this object and for some other artsats listed on these artsat pseudo-MPECs.
A more recent version of this page, with subsequent observations, is available. The object passed the moon at 25881 km (from the center of the moon) on 2016 Jan 17; that changed the orbit drastically, bringing the orbital period down from over 40 days to 19 days (and with more of a drop since then.) I think there may have been a gas release as well; I'm not able to fit post-flyby data to pre-flyby data as well as I'd like.
Eric Christensen remarks (concerning the 2015 March 16 data): "Note that the variation in magnitude is apparently real." Confirming this, Jost Jahn got a time-lapse video of this object on 2019 May 16, showing a light variation of greater than two magnitudes in about 90 seconds.
The following orbits use a two-parameter solution, A1 giving an outward force and A2 an "along-orbit" force. This model, adapted from the Marsden-Sekanina model used for comets, provides a considerably better fit than the usual outward term for solar radiation pressure. The outward component indicates a lightweight object, such as a rocket booster.
Even with the extra two parameters, the fit is poor. That tends to be the case with rocket boosters; solar radiation pushes them around in ways that I, at least, can't model.
The pre-flyby orbit is a poor match to the one DSCOVR actually had (perigee near the earth, apogee near a million kilometers). But you'll see that it does go past the moon on 2015 February 14, at the same time DSCOVR did. So the identification seems quite solid.
It does not, as of 2019 May, seem likely that this object will either hit the moon (I keep hoping for a free LCROSS!) or earth, nor be ejected from the Earth-Moon system in the next few years. Any of those outcomes is possible. Or it could just keep bouncing around the Earth-Moon system. The non-gravitational forces on this object (as with most of the high-flying artsats on this page) are not entirely predictable.
