"Pseudo-MPEC" for C0ZFRU2

After including Peter Birtwhistle's data from (J95), this looks like an ETBO. I'd not be prepared to swear to that, but a solution without non-gravs would require some bad data to be in the mix, and a high area/mass ratio answer seems more likely.
