The orbit has been adjusted along the line of variations to minimize the 2005 residuals.

This Spacewarn bulletin says the object re-entered on 2011 January 18. Integrating the orbit forward to that epoch brings the perigee down to 6435 km above the geocenter, well within the earth's atmosphere, so that makes sense. Drag would have lowered the orbit a lot, with re-entry following quickly thereafter. As this graph of perigee height and inclination over the last few years of the object's life shows, the perigee was steadily dropping.
