"Pseudo-MPEC" for 1963-039C = NORAD 00692 = Vela 1B

Click here for a plot of inclination and perigee distance, from launch in 1963 to 2020.. You'll see that the object started out in a nearly circular orbit, and has had some swings over the intervening decades, mostly due to the Kozai mechanism. A longer-term plot shows that, unlike many objects in such orbits, the perigee is unlikely to drop low enough to cause the object to re-enter the earth's atmosphere.
