This is the booster for the THEMIS magnetospheric research satellites. THEMIS-A, THEMIS-D, and THEMIS-E have all been tracked at one time or another. CLick here for the current status of the THEMIS constellation, including THEMIS-B and THEMIS-C (currently orbiting the moon), but not including this object (which is essentially junk and not really of further interest to them.)
This booster will reënter the earth's atmosphere sometime in May 2024. Here is a plot of the perigee and inclination over the ~2 years before the reëntry.
