[Neocp_artsats] C4CJND2 = bit from 1969-046

Hello all,

    This is in almost exactly the same orbit as 1969-046F,
except that it has a very different mean anomaly and is
a lot smaller.  It may be a return of UC24394,  a small
bit of that launch also seen by CSS,  in 2013 :

    Though a linkage after seven years seems unlikely.

    I've computed TLEs for the object running from October
2020 to June 2021.  The odds of getting it again are probably
not all that great.
