[Neocp_artsats] ZTF0KbQ = junk, probably ETBO

Can't identify it, but it's clearly geocentric and in the
right orbit to be another bit of ZTF fluff. It's not conclusively
an ETBO, but that seems a safe bet, so I've included solar
radiation pressure in the solution.
I've generated TLEs for it, in hopes that causes it to get
picked up and identified in the next couple of days. A search
through recent NEOCP objects came up empty.
