[Neocp_artsats] ZTF0KOI = artsat = (I think) ZTF0K7F

Hi folks,

    This is definitely an artsat (and I've submitted the JSON
identifier file to MPC,  so it'll probably come off NEOCP
soon).  The orbital elements look vaguely like those for
ZTF0K7F from 13 January.  The following linkage is tentative
and quite possibly wrong.  We only had about a 1.9-minute
arc on ZTF0K7F.

    I've computed TLEs based on this linkage,  so if it's
actually right,  the object may get identified if it shows
up again.  ("May",  because an ETBO orbit based on two arcs,
one of them 1.9 minutes long,  is going to be of doubtful
accuracy at any point not near those two arcs.)

    A search for matches among previous NEOCP objects came
up empty.
