[neo_followup] NEO not on NEOCP in need of follow-up

    I've heard from one gent who can't get those observations
to work.  Both on-line and Windows Find_Orb are telling him
there aren't any observations in all that text.

    I strongly suspect e-mail client mangling.  That happens
sufficiently often that Find_Orb will attempt to "fix"
lines that are almost,  but not quite,  recognizably MPC
observations.  But some mangling is too much for it.

    I've put the data in question here :

    Download that and cut/paste _that_ into Find_Orb,  online
or installed,  and it ought to work Just Fine.
